Openet identified five public institutions that were involved in the pilot phase of the project and who became sponsoring partners offering evaluation for the business model. The identified institutions were the League of Autonomies (Italy), the Municipality of Bari (Italy), the Basilicata Region (Italy), the Sicily Region (Italy), and the Dâmbovita County with Valahia University in Târgovişte (Romania). Moreover, the Chamber of Commerce and Industry of Romania and Bucharest expressed an interest in the service platform and the business model that was validated in the project. The ADMiNiSTRA project proposed an integrated communication system allowing public administration institutions to receive the service as well as to transmit content - by satellite - towards their own local area of customers represented by sublevel structures (for example, regional offices will transmit content to municipalities). The result aimed at setting up a satellite network called "ADMiNiSTRA Business Television". ADMiNiSTRA also foresaw the transmission of e-learning sessions that can be accessed off-line by public employees, called "ADMiNiSTRA Service". On 10 September 2016 about 2000 citizens from 22 European countries participated in the first Citizens’ Debate on Space for Europe. In the course of the day, citizens had the opportunity to learn, debate, have their say and participate by suggesting priorities on all aspects of current and future space programmes. This consultation on an unprecedented scale took place simultaneously in all 22 Member States of the European Space Agency (ESA). Missions Publiques, the company that was brought in by ESA to organise this consultation and conduct the debate, gathered approximately 100 citizens per Member State at various locations. Those selected were as representative as possible of the population of their country according to socio-demographic criteria. The results of the consultation were collated – as early as 48 hours after the debate took place – and communicated to ESA. Referring to this initiative, ESA Director General Jan Woerner, emphasised his commitment to ESA being more open to society and to further engaging in a dialogue with European citizens, and said, “Spaceflight, space science, exploration, Earth observation, telecommunication, satellite navigation, space technology and innovation can all help respond to societal challenges and be a source of inspiration to future generations. European citizens can help us better assess our priorities”. The ARGOS system, on which the service is based, offers advanced “doppler effect” positioning and low consumption transmitters capabilities to provide valid ship’s location during several years. In addition, the knowledge of the valid ship’s location after an attack brings the accurate intelligence to enrich the maritime picture thanks to Earth Observations data (radar or optical images) at their best resolution. The attacked vessels’ locations given by the hidden tracker allow optimized EO acquisitions by reducing the swath and then increase the resolution to get valuable space images including the non-cooperative detection of surrounding vessels in the vicinity of the attacked ship. Source: Eurostat The Waste-IAP project aims at using Earth Observation data (SAR and Optical) in order to identify illegal waste sites and monitor legal sites. GNSS technology will also be used to track the destination of high value waste and help identify the vehicles that transport it. This will potentially provide legitimate waste companies with proof of compliance of their operational activities, and agencies and governments with evidence of illegal activity that can be used in a court of law. Main users of the service are: environment agencies & regulators, governments, large scale waste companies, and compliance schemes. The service makes use of EO data for monitoring and GNSS for tracking.
